Purpose: The U.S. Nuclear Regulatory Commission (NRC) staff will host a public
meeting to discuss the NRC’s assessment of safety performance at
Seabrook Station for 2025, as described in the March 11, 2026, annual
assessment letter. Following the meeting, the NRC will respond to
questions from members of the public on specific performance issues
at the plant and our role in ensuring safe plant operations.

specific to plant safety performance and the NRC’s role in ensuring safe

Last Day to Change Party Affiliation June 2nd, Supervisors of the Checklist

Public Notice from the Seabrook Supervisors of the Checklist:
The last day to change political party affiliation before the State Primary Election is June 2. 

New Hampshire law requires that the Supervisors of the Checklist verify the

checklist every year. Any person on the checklist who has not voted in the past
five years must re-register to remain on the checklist, unless the voter
registered after the last state general election. The supervisors are sending
notice letters to these voters at the address the voter provided when
registering.
The Supervisors of the Checklist for the Town of Seabrook will hold a session
for re-registering voters who have not voted since April 1, 2021, accepting
applications for new voter registration, accepting requests for the correction

of the checklist, and/or change of political party affiliation on:

COMBINED NOTICE OF FINDING OF NO SIGNIFICANT IMPACT AND NOTICE OF INTENT TO REQUEST RELEASE OF FUNDS

These notices shall satisfy two separate but related procedural requirements for activities to be undertaken by the Town of Seabrook.

Request for Release of Funds

On or about March 25, 2026, the Town of Seabrook will submit a request to the U.S. Department of Housing & Urban Development (HUD) for the release of Community Project Funding (CPF) funds under the Consolidated Appropriations Act, 2023 (P.L. 117-328) to undertake a project known as to undertake a project known as Seabrook, NH Wastewater Treatment Facility Resiliency Upgrades. The project is located at 274 NH-286, Seabrook, New Hampshire. The construction phase involves the construction and implementation of the flood resilience upgrades at the wastewater treatment facility (WWTF). This includes raising the influent screw pump vault, raising the flow metering vault (including a new meter), raising the Route 286 Pump Station vault (including new internals and replacement of buried piping), installing deployable flood barriers and flood doors at the building entryways (sludge building, pump building, operations building, influent building, dechlorination building, pump station building), construction administration, and onsite resident representative services. This project, through design and implementation, will be carried out to HUD standards. The estimated total project cost is approximately $1,800,200, including approximately $750,000 of CPF funding.

Finding of No Significant Impact

The Town of Seabrook has determined that the project will have no significant impact on the human environment. Therefore, an Environmental Impact Statement under the National Environmental Policy Act of 1969 (NEPA) is not required. Additional project information is contained in the Environmental Review Record, which will be made available to the public for review either electronically or by U.S. mail. Public Comments

Any individual, group, or agency may submit written comments on the ERR to the Town of Seabrook’s Wastewater Department, via U.S. mail at the following address: Attention Curtis

All comments received by March 24, 2026 will be considered by the Town of Seabrook prior to taking any administrative action or requesting the release of funds from HUD on the date listed above. Comments must specify which Notice they are addressing—the Finding of No Significant Impact or the Request for the Release of Funds.

Environmental Certification

The Town of Seabrook is certifying to HUD that William Manzi, in his official capacity as Town Manager consents to accept the jurisdiction of the Federal Courts if an action is brought to enforce responsibilities in relation to the environmental review process and that these responsibilities have been satisfied. HUD’s approval of the certification satisfies its responsibilities under NEPA and related laws and authorities and allows the Town of Seabrook to use the CPF funds.

Objections to Release of Funds

HUD will accept objections to its release of funds and the Town of Seabrook’s certification for a period of fifteen days following the anticipated submission date or its actual receipt of the request (whichever is later) only if they are on one of the following bases: (a) the certification was not executed by the Certifying Officer of the Town of Seabrook; (b) the Agency has omitted a step or failed to make a decision or finding required by HUD regulations at 24 CFR part 58; (c) the grant recipient or other participants in the development process have committed funds, incurred costs or undertaken activities not authorized by 24 CFR Part 58 before approval of a release of funds by HUD; or (d) another Federal agency acting pursuant to 40 CFR Part 1504 has submitted a written finding that the project is unsatisfactory from the standpoint of environmental quality.
Objections must be prepared and submitted in accordance with the required procedures (24 CFR Part 58, Sec. 58.76) and shall be addressed to the HUD Director of Community Planning and Development via email at [email protected]. Potential objectors should contact HUD to verify the actual last day of the objection period.

Town Clerk’s Office Annoucement, Motor Vehicle State Fees

MOTOR VEHICLE STATE FEES: The state’s budget (HB2) has passed. The budget will cause multiple changes to DMV/State fees that will take effect on January 1, 2026. This means your vehicle registrations will cost more than usual, even if your renewal notice shows a lower fee. Please see the spreadsheet of affected fees which has been created and provided by the state.

DMV APPOINTMENTS: All New Hampshire DMV locations are now requiring appointments. You may visit www.nh.dmv.gov or call 603-227-4000 to schedule an appointment.

STATE INSPECTIONS: New Hampshire state inspections for private passenger vehicles in NH will no longer be required starting in January 2026 (HB649). This will eliminate the requirement of a physical safety inspection and on-board diagnostics testing for all private passenger vehicles.
